From July 1, 2022, the Turkish Migration Service (Göç İdaresi) has closed more than 1,100 districts in different regions of Turkey for issuing residence permits to foreigners.
List of areas in which foreign citizens cannot apply for a residence permit in Turkey from July 01, 2022 , published on the official website www.goc.gov.tr on October 20, 2022 this list added 8 more districts in Istanbul.
As for the province of Antalya, which, according to the administrative division of the Republic of Turkey, includes the cities of Antalya and Alanya, here 10 districts are closed:

Permits in closed areas cannot be obtained:
- Applicants for a primary residence permit on the basis of a lease or ownership of real estate located in closed areas
- Foreigners when extending a residence permit in case they did not live in closed areas before the extension of the residence permit
The ban does not apply to requesting a residence permit for newborns and for the purpose of family reunification.

The nuances that must be observed when applying for citizenship by investment in real estate:
1️⃣ To reach the $400,000 price threshold (or equivalent), cadastral value, not market value, is taken into account.

2️⃣ Several properties may participate in the program, the total cadastral value of which is $400,000.
3️⃣ Mandatory encumbrance must be imposed on the prohibition of the sale of the property within the next three years from the date of the transaction.
If there are multiple properties in the program to meet the $400,000 threshold, then an encumbrance must be placed on each property. The encumbrance is imposed at the time of the transaction, so if the encumbrance was not imposed at the time of purchase, and later you decide to include this object in the “total mass” for citizenship, then, unfortunately, this will not work.
4️⃣ Only a citizen of Turkey or a legal entity registered in the republic can be a seller of a property purchased for the purpose of obtaining citizenship. If the property is purchased from a foreigner, then it does not “count”.
5️⃣ Each property can only participate in the program once. If, after obtaining citizenship, this property is sold to a foreigner three years later, the new foreign buyer will not be able to include this property in the program for obtaining citizenship.
6️⃣ To conclude a transaction, in addition to the standard examination, it is necessary to order a special appraisal examination (second independent examination) to determine the value of the object. We remind you that the location, area, age of the building, infrastructure, etc. affect the determination of the cost.
Previously purchased objects without such an examination do not “count” the total amount required to obtain citizenship in a simplified manner.
7️⃣ The payment in full must go to the seller’s account with the obligatory indication of the purpose of payment “for the acquisition of citizenship”. Payment can be in any currency. The estimated value is indicated in national currency, the exchange rate is determined on the day of the transaction.
8️⃣ Close relatives (spouse, minor children) can apply for citizenship together with the investor.
